Stephen Donaldson
Chief Commissioner

Chief Commissioner for Northern Ireland.

Stephen Donaldson was appointed as Chief Commissioner for Northern Ireland on 1st September 2016.

Stephen Donaldson took up Leadership as ASL in July 1977 with 2nd Donaghadee. From that position, he moved up to SL in the Group in 1984. In January 1990 he took on the role of GSL with the Group until 2005 when he was appointed County Commissioner for County Down, a role he held until 2015. Stephen took an active interest in all the Districts and Groups in Co Down attending District meetings and events whenever possible. As County Commissioner he also managed the amalgamation of Newry District and Banbridge District to form South Down District in 2013, and the amalgamation of Newtownards District and South East Down District to form Strangford District in 2014.

He has been extremely active in promoting Northern Ireland, National and International events and encouraging Scouts to attend major events such as Jamborees. He conducts his Scouting in a very professional manner and is highly respected in Northern Ireland.

Stephen is a dairy farmer and is married to Alison, a Cub Scout Leader. They have three sons also involved in Scouting in Northern Ireland.

Barbara Edgar

Northern Ireland Commissioner for Beavers

Barbara Edgar was appointed as NI Beaver Commissioner in February 2015. Barbara began Beaver Scouting as a Beaver leader in 1st Lambeg in 2000, after volunteering as part of her Duke of Edinburgh’s service.
Barbara has been well known in NI Scouts since working as a training officer with Scoutlink and also as an activities assistant in Crawfordsburn. She has continued in Crawfordsburn as a volunteer warden on Team 1 since 2005 and has also held the role of ACC for Beavers in Antrim since 2011. In 2018 she took on the role of UK Beaver Scout Adviser.
Barbara works as a Development Manager with Young Enterprise NI and is married to Alan, a Scout leader, and has a son who is a Beaver Scout himself. She loves being active in the outdoors, hill walking and mountain biking and having that sense of adventure that is instilled in every young person involved within Scouting.

Richard started scouting at the age of 6 in Beavers and made his way through the sections until his Adult appointment as ASL of 3rd Newtownards Scout Troop. He held this role until he became the Scout Leader which he still holds.

Within his time in scouting Richard has held the posts for County Down Mountain Advisor, County Down MAPS, District Commissioner for Strangford District, Head of Activities for NIJAM 2017, TOE 2018 and TOE 2020(which unfortunately had to be cancelled), he also still holds the roles for District Training Advisor, County Down Climbing Assessor and County Down Archery Assessor.

Richard is a very outdoor-based person who enjoys nothing more than getting back to basics and passing on skills to both youth members and adult leaders and encouraging them to get the most out of Scouting.

Richard works with Medical Device Company and is married to Jenny. They have two sons, one is a leader in 3rd Newtownards Scout Troop and the other works as an activity instructor at Crawfordsburn.
